Interesting question. There are a lot of wizards who are in need of
replacement wands these days, aren't there? Pettigrew needs one, as
does Sirius. Presumably, dark wizards escaping from Azkaban to join
Voldemort will also need new wands.
I'm actually starting to wonder if Olivander is overstating the case
a bit when he says you won't get good results with another wizard's
wand. There are lots of instances of wizards getting mighty fine
results with other wizards' wands. Fake Moody teaches all year,
places Imperius Curses on people, kills and tortures spiders, bounces
Malfoy, and Stuns Fleur, all presumably with real Moody's wand.
Sirius uses Snape's wand to good effect in PoA, even conjuring
manacles. Pettigrew Stuns Ron and Crookshanks with Lupin's wand.
Pettigrew uses Voldemort's wand for all sorts of things, including
Adavra Kedavra. Crouch Jr. uses Harry's wand to fire the Dark Mark.
Ron uses Charlie's wand. Perhaps wands don't have to be as "custom"
as Olivander suggests.
In fact, I'm kind of surprised that wands of certain murdered people
haven't turned up and been pressed into service. You would think
that dark wizards would immediately confiscate the wands of people
they murder, as you never know when you'll need a substitute wand in
a pinch. For instance, perhaps Wormtail should have helped himself
to Bertha Jorkins' wand or Crouch Sr.'s wand. Cedric's wand should
still be in the graveyard, also available for Wormtail's use.
Anyway, I suspect there are ways of obtaining wands other than going
into Olivander's shop. For instance, a wizard could go to the
supplier of Krum's wand, presumably without being recognized as they
might be at Olivander's. In fact, it would make sense that one could
simply order a replacement wand once one knows what wand is most
suitable -- if a wizard has always used a 13 inch willow with
unicorn, any wand with those specifications would work as a
replacement. So perhaps one only has to go to Olivander's shop for
an initial fitting (as we see in PS/SS), whereas subsequent wands can
be obtained without a visit, simply by supplying the specifications.
