Couple of Questions regarding Death Eaters and the

Hi (delurks for a moment)

With Snape showing the Dark Mark to Fudge he said the mark had 
been growing stronger all year. So I always thought that the mark was
fading when Voldemort was weak and then grew Brighter as Voldemort 
gained support from his followers. The mark was suppose to have a 
magical powers so that Voldemort could call his supporters to him, I 
believe. 

So my question is: Is Snape a powerful wizard? I can't recall him ever
actully doing any magic. only potion related stuff.

Also on Ron's wand, it's all in the family so isn't there some 
connection there.
