It could be that Voldemort runs his terror network on the "cell"
principle.  He doesn't want all his deatheaters to show up, just one
from each of his terrorist cells--they can go back and report to the
others.  Helps maintain anonymity--if one person is caught, they can
only name the other people in their cell, not the whole deatheater
network.
