Sorry I'm a bit late in answering, but I've been down with the flu...
To answer your question; I think the book is fine for childeren five and up. My reasoning behind this is that small childeren can relate to the book as they would to an ordinary fairy tale (The books being neither fairy tales nor ordinary!) Even the scary bits aren't that bad, since in my opinion Little Red Riding Hood, Snow White and Rumpelstiltskin can be be quite scary as well.
The great thing about the books, and one of the reasons I love them to bits, is that you can discover a deeper level and catch on to more details which each re-reading. This is especially true I think for children, who as they grow older will recognise more of the moral problems HRH face.
Oh, I'm twenty-two, but I read PS/SS for the first time two years ago.
