Hmmm... likely right.  Sometimes it's hard to remember that the 
characters don't know everything the reader's do...

Although if Voldemort has any inkling of Snape's double agent 
proclivities, than my first impression would be right.  Especially 
when Karkaroff is mentioned so many times as being afraid of the dark 
mark, and Voldemort specifically calls out one who is "afraid" to 
answer the summons.
