Actually there's really no possible way to know for sure. For all we know he 
could be a year older than Charlie! All we can about Bill's age is speculate 
as there is no Canon evidence indicating his exact age.

Also, Ginny may have meant she was waiting to come to Hogwarts ever since she 
could remember Bill being there. He could very well have been in his sixth or 
fifth year.
