I can't quite speak as a Snape non-fan, but I think it would very
much depend on the situation. I see Snape as the sort of person
who keeps the big picture in mind. If it was vitally important
to the fight against Voldemort that Sirius be cleared (to enable
him to act more freely in the service of the Cause, for
instance), then Snape would testify. If it wasn't important or
might even be counterproductive (there might be good reasons,
similar to Snape's own, to leave Sirius's loyalties murky to the
view of outsiders), then he'd keep his mouth shut.
