then Tom Riddle himself was a mudblood.I don't have the books on me, but in
CoS, Tom Riddle tells us the his father was muggle born, so if above
question was not so that would prove that the slytherin house excepts
mudbloods. Also the hat was going to put Harry into Slytherin even though
Harry's mother was a muggle born.  Any thoughts on this?

If one of your parents was muggle born you are a half born, so Voldemort is a half blood. His father was a muggle and his mother was descended from Salazar Slytherin himself (CoS). I can imagine the Hat putting half bloods in Slytherin, where they might well get a bad deal because of not being purebloods, but I just can't see Slytherin letting muggle borns in - I can imagine him enchanting the Hat to be sure they were pure or half bloods at the least, no matter how well their character fitted the House.
