Could very well be a new thing. I know that many rules have changed since my 
mother has gone school to my generation. Half the things that were legal then 
in schools aren't anymore.

Well, even if it *was*  a rule back then I doubt that Lily told Petunia. I 
get the impression they did not get a long very well. If it was rule back 
then (which i doubt, but *if*) the teacup could have been a Zonko's joke, 
which is technically not magic but to a muggle it seems like it
