Perhaps the MoM are just a bit more lax about the rule with students they 
know to be from wizard families, as they have their qualified parents to 
supervise them.  Hence small children are able to ride toy broomsticks, Fred 
and George are able to fly the car/perform experiments for WWW/enchant 
Percy's HB badge etc etc.

My boyfriend and I would also like to know HOW they would enforce the 'no magic' rule in a wizarding household like the Weasleys. How could the MM distinguish Gred & Forge's magic from Molly doing the cooking etc?
