To follow up with Cindy C and her discussion of underage magic.
I've thought that the restriction on underage magic had to do with underage
magic only while in the Muggle world. There are so many examples in the
books of underage magic in the wizarding world that there can't be a blanket
prohibition -- particularly since in wizarding households magic is a way of
life. For example, without electricity (and we know from Hermione's essay
on the subject that it's a matter of curiosity for wizards), all wizards
even young ones have to make light magically as a matter of routine.
