Limitations of magic on the Harry Potter series

Maybe One eye moody couldnt regrow his leg due to the way in which he 
lost it, I mean Harry lost his bones through another Wizard's mistake 
so maybe it is therefore possible to reverse that with the skel-grow. 
I think Magic has to have limitaitons lets face it if they could 
solve everything and do everything with magic then they would not be 
any different (The human race is very similar at times like 
Dumbledore says in PS "as much money and life as you want! The two 
things most human beings would choose above all") JK Rowling makes 
many interesting points in Her books and one of them is about 
choices. If they could use magic for everything then they would not 
have to make their own choices and therefore they would not be 
individuals. 

What limitations should be placed on magic is a very difficult and 
complex question to answer, In my opinion its good that magic in JK 
Rowling's books is not always used to solve answers whether they be 
financial or otherwise,it gives the book a sense of reality and 
therefore allows us to associate it with our own problems. Harry does 
not always rely on magic and nor does his friends. PS gives us a 
classic example when Hermione uses her knowledge to get pass Snape's 
chamber and Ron uses his chess skills.
