Limitations of magic on the Harry Potter series

What does everyone consider to be the main limitations to magic in 
the series? 
It is frequently stated that magic cannot bring people back from the 
dead, and JKR has confirmed this in interviews, but what do you think 
are the other constraints e.g;
Why is it possible to re-grow bones (When Lockhart does a botch job 
on Harrys arm and accidentally removes all his bones) but not whole 
limbs (Mad eye Moodys wooden leg, wormtail having an arm crafted out 
of silver to replace his own at the end of GOF)
Also magic cannot seem to help money matters as we see by the 
Weasleys finacial struggles
 Also can it not help Appearance to some extent? (why would Snape put 
up with the greasy hair, sallow skin etc if not, and Moody put up 
with the horrific scarring if magic could help. Or do you think that 
this is to do with the individual characters not placing much 
importance on looks??

Do you think there are several 'Golden rules' of the limitations of 
magic and if so what do you think they would be?
