Does this mean that McGonagall could have stopped it? or do you think 
I have misinterperted what happened?


I suppose it's a case of what Lupin was saying about a Patronus being a very advanced piece of magic - clearly McGonagall's never bothered to learn it. Perhaps you only take the trouble to learn the spell if you're likely to encounter Dementors, and she didn't think that was likely as a law-abiding school teacher! Which also gives the interesting side question of just how Lupin came into contact with Dementors and needed to learn it?
