Maybe the owl blocking thing is sorta like the way you can block people on
AOL Instant Messenger. For those who don't know AIM, or don't feel like
going and figuring it out themselves, here's a basic rundown:
You can choose ONE of the following Privacy Options:
1- Allow all users to contact me
2- Allow only users on my Buddy List [a list each person makes of their
friends]
3- Allow only the users below [there's a box where you can add names]
4- Block all users
5- Block AIM users only [this would work for AOL users]
6- Block the users below [again, a box for names]
Now, I personally have a few names in my "blocked" list; people who just
annoy the stuffing outta me (usually who I've never met in my life, and
probably picked my screenname at random). But because I chose this option,
other people who aren't on my Buddy List can IM me freely.
So, let's take a few owl post examples:
Sirius has a definite list of people that he would want to receive owls
from -- a Buddy List. So he'd choose either #2 or #3, selecting those people
he wants to hear from (Harry and Dumbledore).
Now, Hermione, before the hate mail, would have no reason to block anyone,
so she'd start with #1. But once she started getting the hate mail, perhaps
she added the senders to her "blocked" list, so then she's using #6. This
doesn't stop hate mail from *new* people to come, but there are no repeat
hate-mailers (which is nice).
And also, perhaps, this is all unconscious. Maybe the owls Just Know when
someone doesn't want letters from another person, and there's a Dead Mail
spot where they drop those unwanted letters (the USPS has a similar thing
for mail that can't be delivered, like letters to Santa Claus). So that
could explain why no one's mentioned it -- maybe it's something only owls
know about.
