Here's a question then:
Are we sure this wasn't just the "first shift" of
Death Eaters to show up? There certainly seemed to be
a lot of them at the World Cup. And it was mentioned
in the book that not all Death Eaters knew each other
(by name). Surely Lord V wouldn't be in the habit of
addressing them by name in front of the others if he
wanted them to be unaware of each other, in case of a
spy.
So perhaps the group that appeared at the graveyard
was a "first shift". This was a group that worked
together and knew each other, and various key
characters "just happened" to be in that group. (Which
would explain Snape's 'preference' for Malfoy...
Lucius 'knows' that he's a Death Eater.)
After he recovers from the graveyard scene, he'd
probably have sent the "First Shift" back home/to
bases and summoned the others. We don't really know
how those Dark Marks work, do we? Perhaps he does a
certain thing to one member's Dark Mark (like he did
to Wormtail) and that would "call" those with
'matching' Dark Marks.
This of course, could be another example of JKR's
problem with numbers & consistancy. ^^; But I
certainly believe there are supposed to be more Death
Eaters than those who showed up in the graveyard.
Especially considering "all those" Death Eaters who
WERE jailed...there should have been MORE empty spaces
for them, right?

PS: Re: McConagall --- I hope everyone knows I'm NOT
serious about her being a 'double agent'. I'm not sure
how well that came across since most of the replies I
got on the subject seemed to not even entertain the
idea even for a "fun project". :)
