[HPforGrownups] Death Eater 'shifts' (was McGonagall disloyal?)

Obviously this is guess work, but it sounded to me like LV has a hierarchy 
at work here. In that case, those guys would have been the inner circle, 
those closest to him, and therefore entitled to know each other since they 
work closely together. The rest are just minions to varying degrees of 
usefulness, perhaps working under one of the members of the inner circle. 
The circle would only know each other and the people who work for them 
individually. Hopefully that made some sort of sense! :) P.S. They also 
might have some sort of system... "What to do when the Dark Mark is burning 
on your arm... apparate to him or be expecting a visit soon..." Something 
like that...
