It was like that in Texas where I went to school years ago, but my 
kids in Michigan have a cut-off date of Dec. 1st.  Either way, I 
don't think a discussion of what different stateside schools do has 
much of anything to do with whatever JKR had in mind for Hogwarts.  
I'd be more inclined to listen to what the British boarding schools 
do, as that, at least, would have a credible claim to being the way 
Hogwarts is run.
