I would think it more likely that there would be a witch or wizard working 
for the Ministry of Magic who's job it would be to go around to all the pure 
muggle born student's home's over the summer and help them out.  Answer any 
questions, take them to Diagon Alley, etc.  Since Ron's father's job is the 
director of the Miss Use of Muggle Artifacts department, I would imagine that 
(like any good bureaucracy) the range of departments under the Ministry of 
Magic is quite extensive.
