   I believe in the case of the Muggle born the
arrival of the Letter is followed by a visit from a
witch or wizard who lives nearby and also has a child
going into Hogwarts. He or she assures the Muggle
family this *is* for real and gives some particulars
about the school. If the Muggle parents choose to
refuse the offer the witch/wizard employs a memory
charm and leaves with the letter. If they accept the
wizarding family proceeds to take the Muggle born
child and family under their wing, introducing them to
Diagon Alley, Gringott's bank and of course platform 9 3/4ths.
