Well, let's take the two examples you mentioned, the Grangers and the
Dursleys:
The Grangers are intelligent people, obviously. They're both dentists and
have managed to pass their brains onto their daughter. I'm sure somewhere
along the line they've been explained the situations between Muggles and
Wizards, and understand that it's best for them in the Muggle world to just
keep it quiet.
The Dursleys, on the other hand, are quite frightened by everything the
Wizard world stands for. They've made it quite obvious that they don't want
*anyone* knowing that they're in anyway related to a "freak" like Harry (and
Lily, of course). They really not that bright, and so they don't understand
this magic stuff.
So it basically comes down to the fact that if you're smart, you understand
why it should be kept quiet, and if you're not, you're too afraid of it to
mention to any of your Muggle friends because you don't want them to think
less of you. Quite convenient for the Wizards :)
