If there're are - as we're told - only 7 animagi registered that century,
it's probably not a very big registry.
My other point, of course, is that finding out if someone is [an
animagus/a werewolf] when you *already have a suspicion they might be [an
animagus/werewolf], is that that's an entirely different proposition from
"There might be something weird about this person, and I want the dirt,
but I have no idea what the 'something weird' might be."
The former involves checking a specific registry (quite small in the case
of animagi, probably at least a good bit larger in the case of werewolves,
assuming, of course, there is such a thing.) for a specific name. The
latter involves checking a whole bunch of different sources for that name,
and is a great deal more problematic. It'd probably be easier, actually,
if you were doing it as a job check or some other legitimate non-secret
than to go through any level of red tape for ministry files.
