I think the first reason was that of convenience.
He needed to get it into Hogwarts and in the
scuffle with A. Weasley, was able to slip it
among Ginny's books. (IIRC...last read the book
some time ago.)

I think so on both issues. Where else would
Lucius have gotten the book, and why else would
he have sought to get it into the school? He
hasn't struck me as a man of wit enough to think
up a scheme on his own.

He was wagering - on very good odds - that the
close Weasley/Potter relationship would get the
book near to Harry, one way or another. He could
not have known (could he?) that Ginny had a crush
on HP. By slipping it to the youngest, least
worldly wise of the Weasleys, at the very least
he was assured of getting some entrance into the
school.
Perfect justice, then, that Voldemort/Tom had to
endure pages of a young girl's heartfelt
scribblings! Ha-HA! ;)
