Well, I agree with this in part. I don't believe Voldemort was seeing his DEs 
in "shifts". This seems to me to be very like a lot a of terrorist networks, 
where there a few close to the top (those Voldemort summoned), who each 
cascade information and orders down their own individual networks. The DEs at 
the bottom of the ladder will know the wizard giving them direct orders/info, 
and (unlike most terrorist networks) the one at the very top of the tree. Any 
DEs in-between those two, and also others of a similar standing to them, will 
be unknown. It would not be impossible for terrorists within the same 
organisation to live a couple of streets apart without knowing of each 
other's existence.

This is one of the most effective ways to keep secrets, and also avoids DEs 
being able to give away too much when plied with Veritaserum - if they don't 
know, they can't tell.
