Percy is in trouble with his worship of the Ministry. That's a given. 
It could be getting out of it that takes courage. What if he has to 
defy Fudge at great personal cost? I think it may take years to see 
exactly why the hat made its selections, but Percy is a Gryffindor, 
and there has to be a reason for it.

He's clever enough to run a department of the Ministry of Magic at 18 
or 19. May bore his brothers, but that has to take brains. I think 
his main problem is he doesn't have an imagination.
