I think we have a possible flint here.

Here's the passage:

Snape: When WE told Mr Fudge that we had cuaght the Death Eater 
responsible for tonight's events ... He insisted on summoning a 
Dementor to accompany him into the castle

McGonagall: I told him you would not agree, Dumbledore!  I told him 
you would never allow Dementors to set foot inside the castle, but --

It seems to imply that Snape and McGonagall told Fudge together.

1. Snape did say, 'When *WE* told Mr Fudge' -- a strange choice of 
word given Snape was the only one send to talk to Fudge.  It sounded 
as if he has included McGonagall into the 'we' part.  Very confusing, 
especially from Snape the egomaniac who doesn't seem like the type to 
substitute 'I' with 'we'.  Fudge was on the ground and outside the 
castle when Snape was sent; McGonagall was standing guard outside 
Moody's Office.  Physically impossible for McGonagall to be in two 
places at once.

2. McGonagall's next line seems to imply that she raised her 
objection before Fudge summon the Dementor (not clear in the 
passage), when she was supposed to be standing guard in the castle.  
Fudge has 'insisted' despite objections.  The question would be --
 'Whose objection'?  From this passage, it's natural to infer that 
it's McGonagall's objection but if Snape informed Fudge on the 
ground, then it would be Snape's objection.

Either way, neither Snape or McGonagall brought the Dementor into the 
castle with some reluctance.

It is possible that
1. Snape brought Fudge up the castle to where Barty Crouch was.
2. McGonagall and Snape explained it together when they were about to 
enter the room.
3. Fudge insisted on bringing a Dementor in at this stage; they 
argued.
4. Fudge goes back outside the castle to summon the Dementor -- may 
be the Dementor cannot enter the castle without accompanied by 
Ministry Officials.
5. Then the Dementor Kiss.
