I see my original question is still unanswered.  Let's restate it 
again:

With no physical form, Lord Voldemort must have given the diary to 
Lucius before being sent packing for a holiday in Albania.  Lucius 
knew what the diary can do.  Why did Voldy give Lucius the diary in 
the first place and tell him its functions?  Why didn't Lucius act on 
it until CoS?
