firstly; hi, new to group.

now; in my opinion, there probably were more empty spaces.  voldemort 
was only talking to/about 'inner circle' of death eaters - which is 
not to say that the death eater's were split into 'shifts' in term of 
who was there at that point - at one point it is mentioned that "he 
was surrounded by death eaters, outnumbered by at least thirty to 
one."

when voldemort spoke of spaces, i believe he meant those left by the 
captured members of the inner circle - the other members of whom he 
mentioned by name.
