I don't have a fun speculation about question #1, but as to why Lucius waits 
until CoS:  he feels the need to liquidate some of his Dark Arts inventory to 
Mr. Borgin because: "the Ministry grows ever more meddlesome.  There are 
rumors about a new Muggle Protection Act -- no doubt that flea-bitten, 
Muggle-loving fool Arthur Weasley is behind it--"
So by by giving the diary to Ginny, he eliminates an item that would be very 
embarassing should the MoM make a late-night call at his house, and he hopes 
his plant will kill the Muggle Protection Act & seriously embarrass Mr. 
Weasley at the same time.  Getting Dumbledore fired will be a nice bonus, but 
probably not the main reason (or why the delay?).  Unless Draco's attending 
the school and not doing terribly well compared to Hermione has given Lucius 
a new sense of purpose in removing Dumbledore.
