Perhaps the Dementors have sensed the return of Voldemort and have been 
getting more powerful, making them harder to control.  Honestly, it kinda 
throws me for a loop that a man like Fudge would even permit a Dementor 
anywhere near him.  Fudge just doesn't strike me as the type that could 
control one real well.
