I've thought this before, but think that it is likely that Pettigrew
is more like Wormtongue, and not just because of the name.
In very simple terms - Wormtongue has the ear of a king, even though
he is despised by many others. Secretly he is in league with Saruman
(who I see more of a Voldemort than Sauron - especially with his no
good/evil, only power thing), who he flees to when he is found out.
Wormtongue ends up as Saruman's lackey/servant, even though he
loathes him, is repulsed by him and is scared of him, even when he is
weakened (again Wormtail and Voldemort).
What
is interesting about this parallel is that Wormtongue is the one
who "kills" Saruman at the end of LOTR, which makes me believe even
more in Pettigrew's eventual redemption.
