Fudge is evil? WAS The Power structure and Dementors

I've been lurking for a while and I do believe this is my first post 
here. This touches on something that I have speculated on ever since 
reading GoF. I got the feeling that Fudge is hiding something. When 
he is told of Voldemort's return why does he get that weird sort of 
smile on his face? I've always read into it that he can't quite 
believe the news but not out of terror/anger/pompous arrogance but 
rather disbelief verging on awe/joy? If he was a secret, and I mean 
very secret supporter of Voldemort wouldn't the whole Dementor's kiss 
with Barty Crouch take on a much more sinister overtone? If I 
remember correctly didn't he want the Dementor with him because he 
feared for his personal safety? I can't quite pinpoint anything that 
helps corroborate this theory in the other books (I haven't read them 
in a while) but he strikes me as being up to no good.
