Well, your post just smacked this fellow lurker in the head with a
strange and unlikely, but still interesting theory.

What if the Dementor that Fudge brought with him was just some tall
skinny guy (DE) in a big spooky cloak? What if it was all part of
the "just in case Potter returns alive" backup plan? Yeah, absurd, I
know, but absurdity is what passes time until OoP arrives. Most
people are terribly afraid of Dementors and wouldn't want to get
close enough to one to be sure. Even McG, a woman of strong stuffing
indeed, wouldn't want to peep under the hood. And so many wizards
seem so programmed to fear Dementors, perhaps a Pavlovian type
response occurs and they are chilled as if it really were one?
Anyhow, so EEEEVIL Fudge arrives with his faux Dementor and it
performs a fake kiss and then young Crouch keeps quiet until some
event can allow him to return to the fold. Also, the so called kiss
will make it impossible for there to be any real evidence that LV is
back, so the proper precautions to keep him at bay will be ignored
and this will give LV a nice head start. So, that last paragraph is
further proof that I have had too much caffeine and too little sleep
this week.

I also, after having devoured most of the files, haven't really
spotted anything about the potential future of the relationship
between the Dursleys and Harry. I noticed that at the end of GoF,
instead of standing as far apart as possible, Mrs. Weasley and Vernon
are standing close together. This suggests to me that they must have
been talking (or at least Molly was trying to talk to him about the
past events). Maybe she made things clear to Vernon about the events
of the last term and the potential of times to come. I often like to
image there being a close call where perhaps a DE tries to harm the
Dursley family and Harry steps in and prooves himself useful and they
realise that he is more than just a leech destroying their otherwise
normal existance. Well, tell me what you think or whatever. This
group is really great, by the way, very thought provoking.
