Why does it have to be either? Yes, there's the obvious suspicions thanks to
Ron about Percy but the evidence of him being loyal to his family outweighs
Ron's complaints. Everyone seems to be against Percy but he's really a good
guy. The real hints to his true character and scattered throughout all 4
books.

Yes! That is absolutely right!
As for how far Perce's ambition will go; you must remember that we have what
*Ron*, the boy who is ALWAYS annoyed with Percy, says.

Hmm...Very good points you bring up. I do hope JKR will go in-depth with
Minerva later in the series. I find her as intriguing as Snape! I wonder
where she was when Tom and Hagrid were attending school....I believe she
would have graduated by then.

I believe it is a choice. Although, it can hardly be much of one as your
options are a.) betray the dark lord you stronly followed or b.) show up. I'm
sure there's really no question for most of the DEs.

I doubt he'll use pupils from Harry's generation. He wants power and he needs
people he can trust. A young wizard still in school is probably too
inexperienced.
