Why would anyone ever want to decline to go to Hogwarts???!!! Ha, ha.
Well, I think that any kid who is "magical" would feel the need to
hone that skill and learn how to use it. Magic seems to be a part of
Harry, just like an arm or a limb-- you can't just stop using a part
of your body. I imagine that there are a lot of other Muggle-borns
who like Harry, felt like outsiders before they received their
letters from Hogwarts.
As Dumbledore says, it doesn't matter if your parents are wizards or
not. If you're magical, you have the potential to be great just as
much as anyone else-- muggle-born, Squib-born, werewolf, whatever.
I can't really see wizards (as depicted in HP) breaking their wands
and moving into an apartment complex-- I don't think you'd ever want
to leave the magical world if you got in. Wizards like Ron have
never been exposed to the Muggle world-- most wizards are baffled by
our "modern day" appliances. Can you imagine Arthur Weasley try to
use a computer? I guess if you go magic, you can't go back.
