I don't think -- and I hope not; that JKR will never even hint that a 
person can be "evil" without being a Voldemort supporter.  Just 
because he's the most powerful in a long time shouldn't mean (I would 
think) that everyone interested in power would gravitate to him.

Percy would be an ideal candidate for a fallen character who still 
has a profound hatred (I would think) for Voldemort and his 
followers.  Fudge would be another, possibly.
