Yes, but the wizards are people just the same.  Harry also has his 
wand stolen in GoF, and Mundungus Fletcher (presumably the father of 
the poor Hufflepuff Fletcher girl that seems to get in so much 
trouble?) tries a little "insurance fraud" following the Death 
Eaters' attacks.  I think that the potential for theft and other 
dishonest behavior is still there all the same.  After all, if 
security measures have evolved so much in the wizarding world, 
haven't "anti-security measures" probably driven that?  That's the 
way it works in our world, at least.
