In the books there are a couple of clues that tell us that Quirrell was NOT wearing his Turban in the Leaky Cauldron. Firstly the fact he shakes Harry's hand and is fine about it (this does not take on ANY significance until we get the two later descriptions). When we first *arrive* at the school one of the first things we are told about Quirrell is that when Harry is looking at Snape he notices that Quirrell "was looking very peculiar in a large purple turban", this gives the feeling that Harry has only just scene it (or it would have been mentioned in the Leaky Cauldron) and so Quirrell was probably not wearing it then. The other piece of evidence comes from Quirrell himself at the end of the book, where he states that AFTER he failed to steal the stone his master (LV) felt he had to keep a closer eye on him, and as he only failed to steal the stone AFTER he had met Harry, this would again imply that Quirrel was not wearing the turban in the Leaky Cauldron and so LV was not there, hence Harry's scar did not hurt.
This however does not work in the film so if what you saying applies to that and not the book then yes you do have a point.
