There might be a few more possibilities, I think:

4.  The dementors are just plain hungry and impulsive.  They try to 
kiss Harry, come to the Quiddich match, and kiss Crouch Jr. because 
they feed off of emotions and they are hungry.

5.  Fudge is weak.  Maybe dementors are loose canons, and you have to 
be a strong wizard to keep them in line, and Fudge is not up to the 
job.

I really want to hear more about this interesting theory, Bree.  
Voldemort's speech is:

"One, too cowardly to return . . . he will pay.  One, who I believe 
has left me morever . . . he will be killed, of course . . . and one, 
who remains my most faithful servant, and who has already reentered 
my service."

So if Crouch Jr. is the one who has left forever, how does Voldemort 
know this during the graveyard scene?  Crouch Jr. hasn't yet lost his 
soul, after all.  For all Voldemort knows, I think, Crouch Jr. has 
been captured or is on his way to the graveyard.
