This is something I have pondered for awhile. The action of the 
dementor who kissed Crouch raised a great many questions:

1. Is Fudge more evil than we have perceived, and had already given 
orders to the Dementor to prevent Crouch, Jr. from spilling too much? 
His later behavior would be explained--he is doing damage control to 
subvert Crouch, Jrs testimony.

2. Or, are the Dementors more pro-active for LV than we have 
perceived? From Harry's POV, they are scary monsters with no real 
will of their own, just following their base inclinations. Maybe they 
actively support LV.

3. Or, LV controls them. As he gains more physical power, he can 
actively control their actions. This would explain both the Harry & 
Crouch kiss. 

This would explain my pet theory of who LV is referring to when he 
mentions his three absent followers: Snape (at Hogwarts), Karkaroff 
(the coward) and Crouch, Jr. (the faithful one, AND the one who has 
left us forever). 

Although LV speaks highly of his faithful one, he has already 
demonstrated with Quirrell that he will sacrifice his most faithful 
followers to regain power.

I know most people think LV knows Snape is disloyal, but Snape has 
worked really hard to continue portraying his hatred for Harry and 
his fondness for Slytherin and Malfoy. Since we only see his actions 
through Harry, this becomes more likely. Harry (and we) only know so 
much...

Any thoughts?
