Evil female character?

How about Rita Skeeter? One could just call her annoying, but one has 
to realize that she WAS evil. What else can you call her attempts to 
completely destroy people's lives for her stories. She sent Hagrid 
into serious depression, made Hermione's life a living hell, and put 
Harry's sanity into question with horrendous results perhaps for the 
wizarding and Muggle worlds.
