No, he wouldn't be.  That'd imply that three of his
granparents are magic folk or Muggles (depends on how
you count the 'blood'), which is clearly not the case.

So?  Pure blood means both parents are magic folk,
which is certainly true in Harry's case.  Lily might
be a "Mudblood," but Harry is pure blood.
