School rule: All student's clothes must have name-tag in them.

Headmaster Dumbledore gave it to him, and held it before that. Maybe... 
maybe it has a name-tag on it? (plus a tracker so that Dumbledore knows what 
Harry's doing with it!) It may only say Potter, though, if it was a family 
heirloom.
