I'm not sure if it technically means evil. (Especially in the HP series. After all, the singing sorceresses are pretty not-evil.)
At any rate, Scholastic looked at the british title and thought...
<Eew... Philosophers? The kids'll think it's about greek philosophy. Lets change it to Sorcerer. That means wizard, and it has the cool alliteration.>
