I think he's just a wizard (who used to be a DE).

It sounds like Snape was the one who has left forever. Karkarov is the too
cowardly guy and Bagman might have been one. I can almost see him hanging
around the dangerous guys (dressed in his Quidditch robes, of course!).

I'm with the camp that he was taking the train because it was cheap or free.

I think she has abilities but they're not very controllable. She must have

Great question! How does Lucius get there? Did he take the train? How
about Fudge? Is there a portkey in Hogsemeade? Hmmm. I think I'll go
with can't apparate on Hogwarts' grounds.
