I had a horrible professor similar to Snape in college. She taught
chemistry. Anyhow, we would complain to the administration and the
answer would always be the same: "We know about the difficulties
students have with her classes, but Dr. SoandSo has tenure."
Dumbledore's permissiveness is what makes me think Snape is there for
protection rather than out of the love of teaching.

Frankly, I would love to see Neville's formidable Gran have it out
with Snape. I bet she'd give him a good what for.
