14. Who is Mundungus Fletcher

I know that Dumbledore said that Mundungus Fletcher was part of the 
old crowd. but the few times that he is mentioned in the book, he 
doesn't come off well.  He tries to hex Aurther weasly when his house 
is raided. Then in GOF he's one of the people who sent howlers to 
Percy at the Ministry because of property damage when they were at 
the Quidditch match. 

"Why are they all sending Howlers?" asked Ginny.

"Complaining about security at the World Cup," said Percy.
"They want compensation for their ruined property. Mundungus 
Fletcher's put in a claim for a tweleve-bedroomed tent with en-suite 
Jacuzzi, but I've got his number. I know for a fact he was sleeping 
under a cloak propped on sticks."

He seems like a fishy character to me. But he keeps getting mentioned.
