All good questions, and I never noticed that it was the dementors who
mentioned this to Fudge. Now I'm starting to wonder if the dementors
have it in for Harry. That would explain why they tried to give him
the kiss. Also, we know Dumbledore doesn't trust the dementors, and
they did come during the Quiddich match, almost getting Harry killed.
Of course, they're not much of a threat now that Harry can ward them
off, as he did in the third task. So maybe the dementors are going
to attack other "good guys" who don't know how to generate a patronus
when Harry isn't around to protect them, like Hermione, Sirius or Ron.
