I don't know about Rita Skeeter, but I'm not sure that Krum's partial 
transformation was truly an animagus spell or not.  I've seen 
something similar to this come up elsewhere.  The best answer I saw 
was that a true animagi can change without a spell, but Krum's change 
required a spell.  So he wasn't truly part shark.

Thinking about it, a short stint as an animal won't necessarily make 
you forget your goals.  It's just that after a certain amount of 
time, your animal brain won't have the capacity of your human brain.

Witness Peter, when he was a student, not running in fear as a rat 
when he is next to a huge dog, a large stag, and a werewolf.
