PoA Paperback - Percy's engagement - Triwizard Tournament

Why, oh why, do I always reread the HP books on the Sabbath? By the time
nightfall arrives I forget EVERYTHING I wanted to say!!
But I do remember a couple of things....
Firstly, Milz, no, the error with the 'fifteen years' was NOT fixed in
the paperback PoA....
Secondly, I am puzzled by something in GoF. When Harry arrives at the
Burrow and Ron growls by how obsessed Percy is about Mr. Crouch, he says,
"They should be announcing their engagement any day now." Oh my gosh,
what kind of engagement are they talking about? Is this supposed to be
sarcasm? A real slash romance? Or is there something in BritEnglish I
don't understand?
Also, I have another question about the entire Triwizard Tournament. What
do you think would have happened had Harry NOT taken part in the
Tournament? I know it's a rule that once your name comes out of the
goblet, you have to participate, but nothing terrible would happen if
Harry would not participate. It could've been dismissed by Dumbledore as
a mistake, period. Nothing major would be at stake if Harry would've
opted out. I am puzzle that the rules were taken so rigidly and literally
about the obligation to partake in the tournament.
I have loads of PoA observations but sadly my memory has failed me. I'll
have to riffle through the book later and see what I may have missed.
